This snapshot was taken after a large scale goblin invasion. Turns out, the bridges aren't really the best defense - raising the bridges causes the goblins to sit outside of crossbow range, and wait, which makes it impossible for dwarves to do anything on the surface. Lowering the bridges at that point usually gets a lot of dwarves on the surface (even if you are quick with prohibiting surface access), and on the bridges, which means a lot of dwarves flying and dying if the bridges are raised again.
Either way, the massive casualties that were the result of the goblin attack caused a lot of dwarves to throw tantrums. Such large scale tantrum throwing usually has a cascading effect, as more and more dwarves throw tantrums as an indirect result of other dwarves throwing tantrums. Such a riot can mean an end to the fortress, and so measures were taken to stop it before it gets out of hand. However, because of this situation the fortress isn't operating at full capacity, and dwarves are still dying.
Oops. Looks like both bridges on this level were destroyed during the riots. Fortunately, the destruction of the second bridge happened a significant length of time after the first one was destroyed. Work on rebuilding the first bridge is almost complete. - CSFF
