Waterwheels built above a non-flowing channel in an aquifer are started by throwing a bucket of water into the channel.
As far as I know, these will keep running forever.

As long all the water is >= 4/7 and there is an extra 1/7 shifting around. You've got it.

There is no extra 1/7 shifting around. The bucketload of water disappears into the aquifer and only static 7/7 water remains in the channel.
