I'm going to assume the water flows off the edge of the map or into a chasm, because my player has a broken window size and couldn't stand to see it through to the end.
Water 'teleports' to the orthographic tiles nearest to the farthest connected 7/7 water. You could have 10 or even 100 units of water "flowing" through a channel into a chasm, and the water will never rise from the channels' level because all the water just teleports to the end where the chasm is.
You're directly tapping a brook there; water connected to a river source behaves funny with regards to pressure. Try capping it at the draw and installing a floodgate, or setting up a pump at the level you want your cisterns to fill to.
