Yep, you need water below the well to make it work, as well as an open shaft to it.

What Krash said. Instead of mining out the levels between the well and the water, you need to channel them.

Edit: By the way, how do you see if a well is dry or not?

So I need water one z-level below the well? Because I have water about 4 z-levels below right now.

To see if a well is dry or active, press q and select it.

Flame, there appear to be floors and such between the well and the water. You'll have to channel those floors out.
