Under Construction
Once the digging is finished, the idea was to use the floodgate at the end of the well shaft to flood the bottom of the pool up to a depth of around 3-4ish water. The nine "bumps" in the middle were going to have statues, from which the whole place was designated as a statue garden and meeting hall to make dwarves go there in the first place and hopefully learn how to swim.
There is (or is designated to be) a floodgate at the other end of the pool to let water out again, and could (for example) be used to pump water out back up to the river. Then you'd have fresh water going into the well, then out into the pool where dwarves can have a wash and wee into (like all good public pools) before it's removed.
Oh and all the stairs at the bottom are part fo the construction "scaffolding", not a feature! -
