AKA doors.
The water pressure at the bottom of the ocean is immense - as soon as the wall is removed the passage behind it instantly fills with 7/7 water. However dwarves are still able to use doors while drowning, and doors are still water-tight, so they make the perfect tool for stopping the ocean from flooding all the mine shafts. By placing a door right next to the tile the dwarf is going to remove, it will seal up the hole almost immediately after the dwarf moves away to do other things (like, to get out of the water and stop drowning). -
